No, wao.io does not provide API.
We are using wao.io as a performance tool for our E-Commerce.
No more heavy pictures (even when our intern uploads the uncompressed version, super fast delivery of content and no hustle to maintain - it runs automatically in the background.
The UI could be more user friendly, however, I always got a fast solution when asking questions.
Also to note, most probably the most performant if you are in Europe/Germany. As far as I have seen there has been no data center in Asia yet.
